Which anime is she from? (never heard of her) I always saw Karai as a good Sailor Saturn (not Mistress 9) as an (angry looking) adult. Must be the haircut / style.

You're right, she does look a lot like her. Karai's hair in the back is a bit longer though than this other girl though. I guess that hairstyle is popular.
